Layers 6, 7 & 8 — Suspension, Drift, and the Assembled Record

All eight ASE layers are live. Layers 1 through 5 govern the decision path — Gate, Receipts, Redress, Verdict Coverage, Human Authority. Layers 6 through 8 close the governance loop — Suspension, Drift detection, and the assembled record that ties all of it together.

Layer 6 — Suspension & Recovery: atomic, fail-closed suspension with signed receipts. Authority is revalidated at the moment of restart, not carried forward from the original grant. Two receipt types: ase.receipt.suspension.v1 and ase.receipt.suspension_restart.v1.

• Layer 7 — Drift Detection: checks a later action against the certified baseline from original approval. Four detectors — resource scope, actor context, timing, and payload change. When drift is detected, it doesn't just log — it triggers the same suspension state Layer 6 already proved, requiring the same restart-time authority check.
• Layer 8 — Case File Assembly: a read-only endpoint that reconstructs the full history of one governed action — approval, drift, suspension, redress, human review — in chronological order. It states its own limits explicitly: if part of an action's history predates when a data link was added, the case file says so rather than omitting it silently.
