Gate Evaluation

Layer 1 is the enforcement point. When an AI-assisted system requests an action, the Gate checks the request against trace, policy, authority, and evidence before the action becomes real.

The Gate is not a report. It is not a dashboard. It is the point where the system must decide whether the action may proceed.
