A receipt is not a generic audit log. It is signed evidence that a governed decision occurred before execution. It preserves who requested action, what policy applied, what verdict was returned, and what evidence supported the decision.

The receipt matters because organizations often need to reconstruct not only what happened, but why it was allowed.

• Do not say the receipt makes every action safe.
• Do not say the receipt certifies compliance.
• Do not reduce it to a log file.
