Visibility vs Governance

Visibility means the organization can see what happened. Logs, dashboards, monitoring, and audit trails may be useful. But visibility alone does not stop unauthorized action.
Governance means the system can determine whether an action was permitted and enforce that decision before the action happens. Governance lives in the execution path.
