Layer 5 — The Human Authority Layer

Human review has to be proven
A human-in-the-loop step is not enough. The system must know whether the reviewer had current authority to make that decision at that time for that action. Layer 5 verifies human authority before a review, override, or resolution can stand.
This separates meaningful oversight from checkbox review. A person clicked approve is not the same as an authorized person made a governed decision.

ASE proves human oversight was authority-backed, not merely present.
